BE IT ENACTED by the Armed Forces
Revolutionary Council as follows:—
Section 1—Functions of
Association.
(1) Notwithstanding anything to
the contrary the functions of the
body known as the Automobile
Association in this Decree
referred to as the "Association"
shall be to provide only road
patrol and rescue services to
motorists.
(2) Without prejudice to
subsection (1) of this section the
Association shall cease to issue
any international customs permit
to any person for the temporary
importation into or exportation
from Ghana by road of any motor
vehicle.
(3) Without prejudice to any other
enactment the issue of such
international customs permit shall
be made by the Comptroller of
Customs and Excise after
consultation with the Police
Service and Border Guard.
Section 2—Management Board of
Association.
(1) There is hereby established a
management board consisting of
such paid-up members of the
Association as the members of the
Association may appoint.
(2) The management board of the
Association established under
subsection (1) of this section
shall be responsible for the
management, administration and
control of the operations of the
Association.
Section 3—Association to Cease
Operations at Borders of Ghana.
The Association shall at the
commencement of this Decree cease
to operate any office established
by it at any of the borders of
Ghana.
Section 4—Dela Seshie to Cease to
be Sole Signatory and Operator of
Bank Accounts of Association.
The person known as Dela Seshie
and who immediately before the
commencement of this Decree holds
the office of Secretary-General of
the Association shall cease to be
a signatory of any cheque or
document of the Association or
operate any bank accounts of the
Association.
Section 5—Bank Account of Dela
Seshie Forfeited.
The sum of money realised by the
said Dela Seshie from the sale of
triptyque carnets to motorists at
and which was paid by him into his
personal bank account with the
Ghana Commercial Bank at Aflao are
hereby forfeited to the State.
Section 6—Offence.
Any person who contravenes
sections 1, 3 and 4 of this Decree
shall be guilty of an offence and
liable on summary conviction to a
fine not exceeding ¢5,000.00 or to
imprisonment not exceeding two
years or to both.
Section 7—Commencement.
This Decree shall be deemed to
have come into force on the 22nd
day of September, 1979.
