WHEREAS the Prime Minister has
advised that it is in the public
interest to inquire into the
matters hereinafter mentioned;
NOW, THEREFORE, in exercise of the
powers conferred on the President
by article 165 of the
Constitution, this Instrument is
made this 15th day of April, 1971.
Section 1—Appointment of
Commission.
There is hereby appointed a
Commission consisting of the
following members:—
U. V. Campbell, Esquire, Legal
Practitioner;
J. H. Frimpong-Ansah, Esquire,
Governor of the Bank of Ghana;
L. K. Apaloo, Esquire, G.M.,
Retired Civil Servant;
Professor L. H. Ofosu-Appiah,
Director, Encyclopaedia Africana
Secretariat;
B. A. Dadson, Esquire, Lecturer,
University College, Cape Coast.
Section 2—Chairman of the
Commission.
The said U. V. Campbell, Esquire,
shall be the Chairman of the
Commission.
Section 3—Terms of Reference of
the Commission.
The terms of reference of the
Commission are:—
(i)
to examine the existing wages and
salaries of all Government
employees (including employees of
statutory corporations), with
particular reference to the need
to establish a more equitable
relationship between the lower and
upper levels of salary structures
of the aforesaid employees;
(ii) to examine the existing
allowances and fringe benefits
payable to all the aforesaid
employees, and to quantify them
and determine the total emoluments
of the various grades;
(iii) to estimate the cost of
meeting any increases recommended,
on the assumption that the working
force as at 31st March, 1971, or
as budgeted for in the current
financial year remains unchanged;
(iv) to examine the existing law
relating to the wages, salaries,
allowances and fringe benefits of
the aforesaid employees, together
with those parts of the proposed
Draft Administrative Instruments
for the Civil Service, dealing
with fringe benefits and to
recommend such modifications as
may be necessary to achieve social
justice;
(v) to recommend to the President
such adjustments as may be
necessary for rationalising the
aforesaid salary structures and
for achieving a more equitable
distribution of income and a fair
wage structure generally;
(vi) to recommend relevant
principles for further
improvements in the levels and
structure of emoluments in the
public services aimed at raising
output and increasing productivity
bearing in mind the need to relate
emoluments in the public service
to the capacity of the economy to
support the public services;
(vii) to submit to the President
an interim report, on or before
the 15th day of July, 1971, to
enable the Government to take
preliminary steps towards
rationalising the aforesaid salary
structures and achieving a more
equitable distribution of income;
(viii) to submit to the President,
as soon as practicable, a final
report of their conclusions
arising out of the foregoing,
making such recommendations to the
President as the Commission may
think fit.
Section 4—Commission to State
Reasons.
The Commission shall, in reporting
its conclusions, embody in the
report a full statement of the
reasons which have led it to those
conclusions.
Section 5—Secretary.
Mr. J. E. K. Appiah, Principal
Secretary, Office of the Prime
Minister shall be secretary to the
Commission.
Section 6—Functions to
Inspector-General of Police.
The Inspector-General of Police
shall detail police officers to
attend upon the Commission to
preserve order during the
proceedings of the Commission, to
serve summonses on witnesses and
to perform such other functions
relating to the Commission as the
Commissioners may direct.
