IN exercise of the powers
conferred on the Commissioner
responsible for Shipping by
section 19 of the Fisheries
Decree, 1972 (N.R.C.D. 87) these
Regulations are made this 8th day
of August 1972.
Regulation 1—Persons Qualified to
Enter Examination for Certificate
of Competency.
(1) No person shall qualify to
enter for an examination for a
certificate of competency as
skipper unless —
(a) he is a citizen of Ghana, or
of any country within the
Commonwealth;
(b) he has attained the age of 21
years;
(c) he has performed five years of
qualifying service at sea in the
deck department of any sea-going
vessel of which at least one year
shall have been performed as
certified secondhand in fishing
boats having a gross tonnage of
thirty-five or more;
(d) he possesses a valid
certificate proving that he has
passed a letter test;
(e) he possesses a First Aid
Certificate granted to him by the
St. John’s Ambulance Brigade the
Ghana Red Cross Society or by a
body approved by the Commissioner
not earlier than three years
before the date of the
examination.
(2) No person shall qualify to
enter for an examination for a
certificate of competency as
secondhand unless—
(a) he is a citizen of Ghana, or
of any country within the
Commonwealth;
(b) he has attained the age of 19
years;
(c) he has performed at least
three and half years qualifying
service at sea in the deck
department of any seagoing vessel
of which eighteen months shall
have been performed in the deck
department of fishing boats.
(d) he possesses a valid medical
certificate proving that he is not
deaf or suffering from any
impediment in his speech;
(e) he possesses a valid
certificate proving that he has
passed both letter and lantern
tests;
(f) he possesses a First Aid
Certificate granted to him by the
St. John's Ambulance Brigade, the
Ghana Red Cross Society or by a
body approved by the Commissioner
not earlier than three years
before the date of the
examination.
(3) A certificate granted to a
person who has passed a letter or
lantern test or both shall be
valid for a period of six months.
Regulation 2—Qualifying Sea
Service.
(1) Subject to regulation 1 the
qualifying service at sea shall be
performed in the deck department
of any sea-going vessel.
(2) The Examiner may permit any
service to be reckoned as
qualifying service where that
service is performed partly in the
deck department of a sea going
vessel and partly elsewhere on
that vessel where the Examiner is
satisfied that a reasonable
proportion of such service each
day has been performed in the deck
department.
(3) Where there is any doubt as to
whether a person has performed the
qualifying service at sea required
under these Regulations that doubt
shall be resolved by the
Commissioner.
Regulation 3—Service in the Ghana
Navy.
An executive officer or a seaman
rating of the Ghana Navy may count
not more than two years sea
service in the Navy towards
qualifying service for a
certificate of competency as
secondhand but the remaining 18
months must be served on board a
fishing boat.
Regulation 4—Pre-Sea Training.
(1) For the purposes of reckoning
qualifying service at sea a person
who has undergone a pre-sea
training course at the Ghana
Nautical College may count at half
rate the period of such training
if he possesses a certificate of
satisfactory conduct and
proficiency granted to him by the
authorities of the Ghana Nautical
College.
(2) The period of training in
similar schools or Colleges
approved by the Commissioner may
also be accepted in lieu of
service at sea for the purposes of
an examination under these
Regulations for a certificate of
competency as secondhand.
(3) The maximum remission of
qualifying service at sea granted
under sub-paragraph (1) of this
paragraph for an examination for a
certificate of competency as
secondhand shall not exceed six
months.
(4) The remission shall not be
counted towards any part of the
qualifying service at sea required
to be performed in fishing boat
and shall not apply to any further
service at sea required in respect
of examination for certificate of
competency as skipper or as result
of failure on the oral
examination.
(5) The total remission granted
under sub-paragraphs (1) and (2)
of this paragraph shall not exceed
12 months.
Regulation 5—Persons Disqualified
to Take Examination.
Any person who has been guilty of
desertion or gross misconduct on
board a ship shall not qualify to
enter for an examination for a
certificate of competency as
skipper or secondhand unless he
produces satisfactory proof of two
years subsequent service and good
conduct at sea.
Regulation 6—Alien to Sit
Examination with Prior Approval of
Commissioner.
Subject to paragraph 1 of these
Regulations any person who is not
a citizen of Ghana or of any
country within the Common wealth
shall qualify to sit an
examination for a certificate of
competency as skipper or
secondhand if he obtains in
writing the prior approval of the
Commissioner.
Regulation 7—Proof of Citizenship.
(1) Any person who claims
citizenship of Ghana (proof of
which shall be on him) shall be
required to produce his birth
certificate, certificate of
naturalization or such other
documents as the Examiner may
consider necessary in support of
his claim.
(2) Where a person claims
citizenship of a country other
than Ghana he shall be required to
produce such documentary evidence
as is necessary to prove that he
is a citizen of that country.
Regulation 8—Application for
Examination.
(1) Any person who wishes to
enter for an examination for a
certificate of competency as
skipper or secondhand shall
complete Form Exn. G.2 prescribed
in the First Schedule to these
Regulations.
(2) The completed form
accompanied by such certificates,
testimonials and other documents
as may be specified therein shall
be lodged with the Examiner at the
examination office not later than
ten days before the date of the
examination.
(3) Any person who wishes to
undergo a sight test only or a
letter test or a lantern test or
both shall lodge with the Examiner
duly completed Form Exn. G.2A
prescribed in the Fifth Schedule
to these Regulations accompanied
by a prescribed fee.
Regulation 9—Places and Days for
Examination.
The Commissioner may, by notice
published in the Gazette,
designate centres, days and times
for examinations for certificate
of competency as skipper or
secondhand.
Regulation 10—Appointment of
Examiners.
The examination shall be conducted
by such Examiners as the
Commissioner may appoint.
Regulation 11—Subject and
Syllabuses for Examinations.
The examinations shall consist of
three parts namely written, oral
and signals in the subjects
specified in the syllabuses set
out in the Second Schedule to
these Regulations.
Regulation 12—Examiner to Notify
candidates of Examination Results.
A
person who has passed in all three
parts of the examination shall be
notified of the results thereof by
the Examiner on Form Exn. G.16
prescribed in the Third Schedule
to these Regulations and subject
to paragraph 14 of these
Regulations such person shall be
granted a certificate of
competency as skipper or
secondhand as the case may be.
Regulation 13—Re-Examinations of
Persons.
(1) Where a person has failed in
one or more than one part of the
examination that person shall be
notified of such failure by the
Examiner on Form Exn.G.17
prescribed in the Fourth Schedule
to these Regulations.
(2) Where a person as failed the
oral examination as result of lack
of adequate practical knowledge
that person may, at the discretion
of the Examiner, be required to
perform a further service at sea
for a period not exceeding three
months before such person is
re-examined.
(3) A pass obtained in the
written, oral or signals
examination shall hold good for a
period of six months and if during
that period a person passes in the
other remaining parts of the
examination that person shall be
granted a certificate of
competency.
(4) Where a person does not pass
the remaining parts of the
examination within the said six
months such person shall be
required to take again that part
of the examination which he has
already passed except that the
Commissioner may in certain
special circumstances, extend for
a period not exceeding twelve
months the time within which he is
required to take the examination.
Regulation 14—Issue of Certificate
of Competency.
No person who has passed the
examinations prescribed under
paragraph 11 of these Regulations
shall be granted a certificate of
competency as skipper or
secondhand unless he possesses a
valid radar observer’s
certificate.
Regulation 15—Issue of Certificate
in Special Cases.
Subject to paragraph 14 of these
Regulations any person who, before
the commencement of these
Regulations has passed an
examination for a certificate of
competency as skipper or
secondhand conducted by a
competent authority recognised by
the Commissioner shall be granted
a certificate of competency as
skipper or secondhand and shall
not be required to take the
examination prescribed under
paragraph 11 of these Regulations.
Regulation 16—Endorsement of
Certificate of Secondhand to Act
as Skipper.
The holder of a certificate of
competency as secondhand may act
as skipper of a fishing boat not
exceeding fifty tons gross:
Provided that the certificate of
competency of such holder is
endorsed by the Examiner to the
effect that such holder is
competent to act as skipper and
that the fishing boat does not
proceed beyond fifty miles from
the coast of Ghana within the
limits of longitude one degree
East and longitude three degrees
West.
Regulation 17—Loss of Certificate.
(1) If a certificate of competency
is lost or destroyed the holder
thereof shall forthwith notify the
Examiner on Form Exn.G.23
prescribed in the Sixth Schedule
to these Regulations.
(2) If the Examiner is satisfied
that the certificate has been so
lost or destroyed the Examiner
shall forward the form to the
Commissioner to issue a copy of
the certificate of competency to
the holder thereof.
(3) A prescribed fee shall be paid
for each copy of certificate of
competency so issued.
Regulation 18—Forgery and Other
Offences.
Any person who is guilty of any
offence involving dishonesty in
connection with a certificate of
competency shall, in addition to
any penalty to which he shall be
liable, be disqualified from
taking an examination for a
certificate of competency as
skipper or secondhand for a period
not exceeding twelve months.
Regulation 19—Fees.
(1) A prescribed fee shall be
charged in respect of each
examination taken under these
Regulations.
(2) Where a person has failed an
examination in respect of which a
fee is paid by him no part of such
fee shall be refunded to him.
Regulation 20—Interpretation.
In these Regulations unless the
context otherwise requires—
“certificate of competency” means
certificate of competency as
skipper or secondhand granted
under the provisions of these
Regulations.
“Examiner” means a person
appointed examiner under paragraph
10 of these Regulations.
“Commissioner” means the
Commissioner responsible for
Transport and Communications.
“qualifying service” means service
a person is required to perform at
sea on board fishing boats or
other sea-going vessels.
"service at sea in the deck
department" means service as
apprentice, cadet, deck rating or
navigating officer in any
sea-going vessel.

SYLLABUS FOR SKIPPER'S CERTIFICATE
EXAMINATION
PRACTICAL NAVIGATION
(1) To find the latitude by
observation of the Pole Star.
(2) To determine the position of
the ship from two simultaneous
observations of stars, or by
observation of a star and the sun
with a run between, or a star and
the bearing of a terrestrial
object.
(3) To find the deviation of the
compass by time azimuth of a star
(use of tables or diagram will be

ORAL AND PRACTICAL
(a) Meteorology, sufficient to
understand the meaning of weather
bulletins broadcast for the use of
mariners in the North Sea and
Atlantic. This may include
questions on warm and cold fronts,
their movements and the type or
weather associated with each.
Buys Ballot's law.
(b) Getting under way. Berthing
and unberthing.
(c) Tending a vessel at anchor;
mooring and unmooring.
(d) How to keep a ship head to sea
in heavy weather, or with engines
broken down.
(e) Action to be taken if a vessel
is springing a leak.
(f) The rigging and use of a jury
rudder.
(g) How to get a cast of the deep
sea lead in heavy weather.
(h) Effects of screws on steering
of a vessel. Manoeuvring a vessel
in rivers and harbours.
(i)
The use and management of the
rocket apparatus in the event of
the vessel being stranded.
(j) What is required by the
Merchant Shipping Acts to be done
in cases of death, injury or
ill-treatment, or of punishment
inflicted on board or of casualty
to a vessel; as to return of list
of crew; as to agreements and
apprentices' indentures; as to
accounts, wages; as to
certificates of discharge; and as
to avoidance of pollution of sea
by oil.
(k) Any other practical questions
relating to the duties of a
Skipper of a fishing boat which
the Examiner may think necessary.
SIGNALS
In addition to the syllabus for a
Second Hand, a candidate will also
be examined in the use of
shipborne W.T. D/F.
PART II
SYLLABUS FOR SECONDHAND'S
CERTIFICATE EXAMINATION
CHARTWORK
1. Use of a chart or plan and
understanding of all marks, signs
and abbreviations thereon
(Candidates will be examined
orally on this part.)
2. To find the compass course (or
courses) and distance (or
distances) between two points on
the chart.
3. To find the ship's position
front two bearings of the same
object, the course and distance
run between the bearings being
given, making due allowance for a
given tide or current, and to find
the distance of the ship from any
given position at the time of
taking the second bearing.
4. To find on a chart or plan the
course to steer by compass in
order to counteract effect of a
given the tide or current and find
the distance the ship will make
good towards a given position in a
given time.
5. To fix a ship's position by
horizontal sextant angles.
6. To obtain the compass error by
transit bearings, selection of
suitable objects.
7. To find the ship’s position by
cross bearings of' two objects and
the set and drift experienced.
PRACTICAL NAVIGATION
1. By the use of the Traverse
Table to obtain the D.R. position
of a ship at any time, given
compass courses, variation and
deviation and the run recorded by
log or calculated by estimated
speed and time. The candidate may
be asked to allow for the effects
of current and winds. A departure
position may be given as a bearing
and distance from a point of land.
2. To find the deviation of the
compass by time azimuth of the sun
by means of tables, diagrams or
any other method the candidate may
select.
3. To find the latitude by an
observation of the sun on the
meridian.
4. To find the ship's position at
the time of the second observation
by the use of position lines
obtained from two different
observations with a run between.
The two observations may both be
of the sun or a solar observation
together with a terrestrial
position line.
PRINCIPLES OF NAVIGATION
1. To understand the terms:
geographical position of the sun,
Greenwich hour angle, local hour
angle, celestial meridian and
prime vertical, azimuth.
2. To understand the use of
position lines both celestial and
terrestrial.
3. To obtain the course and
distance from one position to
another by means of Plane and
Mercator sailing.
4. To obtain the clock or
chronometer time of the sun’s
meridian passage.
5. Use of a pelorus to obtain
compass bearings
6. To draw a figure showing the
celestial sphere on the plane of
either the observer’s meridian or
the rational horizon naming some
required parts.
ORAL AND PRACTICAL
(a) The use of a pelorus.
(b) The use and adjustments of the
sextant. Candidates should be
able to observe with it, read on
and off the are, and find the
index error by the horizon.
(c) The use and reading of the
aneroid barometer.
(d) How to improvise and use a sea
anchor.
(e) The marking and use of the
hand lead line.
(f) The rigging, masting and
principal parts of fishing boat.
(g) Accidents and how to deal with
them, including fire-fighting on
board and measures for fire
prevention.
(h) Life-saving appliances and
fire appliances required to be
carried in fishing boats; care
and maintenance of lifeboats and
their equipment, buoyant apparatus
and inflatable rafts, lifebuoys,
lifejackets, line throwing
appliances and fire appliances.
(i)
Taking in and setting fore and aft
sail.
(j) Man overboard and necessary
action.
(k) Management of vessel’s boat in
heavy weather.
(l) The Collision Regulations as
regards both steamers and sailing
vessels, their regulation lights
and fog and sound signals,
(Candidates must have a good
knowledge of all the Rules of the
Collision Regulations).
(m) The signals of distress and
the signals to be made by ships
wanting a pilot and the
liabilities and penalties incurred
by the misuse of these signals.
(n) Uniform system of buoyage and
wreck marking system.
(o) A knowledge of the contents of
the Merchant Shipping Notices and
the intelligent use of Notices to
Mariners.
(p) Use of an echo sounding
machine and the patent sounding
machine.
(q) A knowledge of measures
influencing the safety of fishing
vessels generally and specifically
as related to stability.
(r) Any other questions relating
to the duties of a secondhand of a
Fishing Boat which the Examiner
may think necessary.
SIGNALS
Candidates must have a good
knowledge of the morse and
semaphore alphabets and be able to
signal by both methods. They will
be required to attain the speed of
eight words a minute in semaphore
and six words a minute in morse
flashing. A knowledge of
International Code of Signals and
the use of phonetic alphabets in
the radio-telephone code is
required.
PART III
EXAMINATION FOR ENDORSEMENT OF A
SECONDHAND
CERTIFICATE OF COMPETENCY
The examination for an endorsement
as provided in paragraph 16 of the
Regulations shall consist of an
Oral Examination only and shall be
based on the Oral syllabus for a
skippers certificate of
competency.
Note:—The syllabus for a higher
grade certificate is always to be
regarded as including the syllabus
for a certificate of a lower
grade.
