IN exercise of the powers
conferred on the Minister
responsible for Health by section
11 of the Hospital Fees Act, 1971
(Act 387), and with the approval
of the Cabinet, these Regulations
are made this 18th day of October,
1971.
Regulation 1—Fees Payable.
Subject to the provisions of the
Act and these Regulations, the
basic fees specified in the
Schedules hereto shall be payable
in respect of services rendered in
a hospital.
Regulation 2—Exemptions under
Section 2 (b).
No fees (other than fees for
special amenities) shall be paid
in respect of services rendered in
a hospital to any person suffering
from—
(1) cerebro-spinal meningitis
(2) chicken-pox
(3) cholera
(4) diphtheria
(5) kwashiorkor
(6) leprosy
(7) malnutrition
(8) measles
(9) onchocerciasis
(10) poliomyelitis (acute)
(11) relapsing fever
(12) schistosomiasis
(13) smallpox
(14) tetanus
(15) trachoma
(16) trypanosomiasis
(17) tuberculosis (all forms)
(18) typhoid
(19) typhus
(20) venereal disease
(21) whooping-cough
(22) yaws
(23) yellow fever.
Regulation 3—Exemptions under
Section 2 (d).
No fees (other than fees for
special amenities) shall be paid
in respect of services rendered in
a hospital to any of the following
classes of persons working or
studying within the Health
Service—
Doctors, dentists, nurses,
midwives, nursing auxiliaries,
pharmacists, pharmacy assistants,
laboratory technicians, laboratory
attendants, X-ray technicians,
X-ray attendants, labourers,
mortuary employees and other
hospital employees (exclusive of
clerical and administrative
staff), students and certificated
blood donors.
Regulation 4—Exemptions under
Section 3 (3).
No fees shall be paid by any
person in respect of any of the
following laboratory examinations
carried out on him during
out-patient attendance—
(1) antibody investigation
(2) blood films
(3) blood grouping and cross
matching
(4) direct sputum examination
(5) direct stool examination
(6) direct urine examination
(7) genotyping
(8) haemoglobin estimation
(9) sickling tests.
Regulation 5—Storage of Dead
Bodies.
(1) The person liable to pay for
the cold storage of a dead body
shall be the person requesting the
service.
(2) No fees shall be paid for the
cold storage of a dead body at the
request of any department of
state.
(3) The medical officer concerned
may in his discretion waive the
fees payable for cold storage of a
dead body where there is delay in
releasing the body to relatives
due to post-mortem examination,
the coroner’s report or difficulty
in tracing the relatives of the
dead person.

the calculation of fees payable.
