MERCHANT SHIPPING (FEES) REGULATIONS, 1977 (LI 1132).

 

IN exercise of the powers conferred on the Commissioner responsible for Shipping by sections 61, 68, 72, 256, 309 and 315 of the Merchant Shipping Act, 1963 (Act 183) and after consultation with the Commissioner responsible for Finance these Regulations are hereby made this 21st day of November, 1977.

Regulation 1—Fees.

There shall be paid for the services mentioned in the first column of the Schedule hereto, the fees specified in the second column thereof.

Regulation 2—Interpretation.

In these Regulations unless the context otherwise requires,

"Ministry " means the Ministry responsible for shipping;

"tonne " means gross tonne;

"radio rules" means Rules made under section 181 of the Merchant Shipping Act, 1963 (Act 183) relating to radio telegraphy, radiotelephony and direction finders.

Regulation 3—Revocation.

The Merchant Shipping (Fees) Regulations, 1963 (L.I. 290) are hereby revoked.

SCHEDULE

 

PART I

FEES FOR PASSENGER CERTIFICATES AND SAFETY CERTIFICATES

(iii) Ships exceeding 100 tonnes and not exceeding 300 tonnes           900.00

(v) for each 300 tonnes or part thereof by  which the ship's tonnage exceeds 600 tonnes up to 21,000 tonnes            221.00           

(vi) for each 300 tonnes or part thereof by which that tonnage exceeds 21,000 tonnes up to 39,000 tonnes            161.00           

(vii) for each 300 tonnes or part thereof by which that tonnage exceeds 39,000 tonnes          80.00 

(b) For a passenger ship certificate, a safety certificate or a      passenger ship certificate combined with a safety certificate being in each case a certificate of less than twelve month's validity.  One-twelfth of the fee calculated in accordance with paragraph (a) for each month or part of a month in the case of a ship                      

(i)  not exceeding 100 tonnes not less than            320.00           

(ii) exceeding 100 tonnes and not exceeding 1,500 tonnes not less than          480.00           

(iii) exceeding 1,500 tonnes; one quarter of the fee calculated as above.                    

(c) For a passenger ship certificate, a safety certificate or a passenger ship certificate combined with a safety certificate, where, in any of the cases specified in paragraphs (a) and (b) the ship is required by the radio rules to be provided with a radio installation —                  

the appropriate fee under paragraphs (a) or (b) and an additional fee of:                    

(i) for a ship not exceeding 1,600 tonnes   100.00           

(ii) for a ship exceeding 1,600 tonnes        200.00           

(d) For a passenger ship certificate, a safety certificate or a      passenger ship certificate combined  with a safety certificate, in each case being a certificate issued in substitution for an existing certificate of the same kind:               

for any change in the certificate       160.00           

(e) For a passenger ship certificate issued in respect of a passenger ship not registered in Ghana stating only the number of passengers the ship may carry:                     

for the first 200, or fraction of 200, passengers     160.00           

for every additional 200, or fraction of 20 passengers     120.00           

(f) For an additional copy of a certificate    12.00 

2. Fee for Ships' Certificate of survey (including surveys required). For a certificate that a passenger ship complies with the standards necessary for the issue of a passenger, or passenger and safety, certificate, except for certain items not surveyed —               

the fees for items surveyed plus ˘120.00 for the certificate subject to a maximum not exceeding twice the fee for a twelve months passenger certificate in paragraph 1 (a) of this Part.                    

3. Fees for Survey of Ships in Dry Dock.                          

For the survey of the hull in dry dock and for the  issue of a dry docking certificate:                

(a) Ships holding passenger certificates either issued by, or recognised by the Government of Ghana in the case of a ship:                      

not exceeding 10,000 tonnes          160.00           

exceeding 10,000 tonnes    220.00          

(b) Other ships                      

one quarter of the fee for a 12-month passenger certificate in paragraph 3 (a) of this Part plus ˘40.00 for each propeller shaft drawn.             

(c) For a copy of the dry docking certificate           12.00 

4. Fees for surveys of unberthed passenger ships.  For a passenger certificate for a ship carrying unberthed passengers:              

if not more than 50 such passengers are to be carried    35.00 

if more than 50 such passengers are to be carried          40.00 

5. Fees for Examination of Plans and Arrangements                  

(a) For the examination of preliminary plans of  hulls of      proposed ships:                 

for the examination of the structural drawings and scantlings      220.00           

(b) For the consideration of the arrangement of fire appliances plus ˘120.00 if a certificate is required            160.00

(c) For the survey for the issue of a Cargo Ship Safety Construction Certificate to a ship, the keel of which was laid before 25th May, 1965:                

four times the fee in column 2 of paragraph 6 (a).            

(d) For every renewal of intermediate survey which is not carried through one operation                   

The standard fee in paragraph 6 (a) plus ˘120.00 for every partial survey and a further ˘120.00 for every additional visit when more than one visit is required.                  

 

PART III

RADIO

 

 

7. Fees for Radio Certificates and Radio Exemption Certificates                    

(a) For a radio certificate, or a qualified radio certificate, together      with an exemption certificate:                       

in the case of a ship:            

not exceeding 1,600 tonnes            100.00           

exceeding 1,600 tonnes       190.00           

(b) For an exemption certificate only, relating to radio     40.00 

(c) For a copy of a radio certificate or a qualified radio certificate,      together with an exemption certificate             12.00 

(d) For a copy of an exemption certificate only      12.00 

These fees are additional to the fee for a safety equipment certificate.            

8. Fees for Inspection of Radio Installations on Board Ship                   

(a) For the inspection of a ship under section 183 of the Merchant Shipping Act, 1963 (Act 183)                

(i) on the application of the owner of the ship for the purpose of seeing that she is properly provided with a radio installation and radio officers or radio telephone operators in conformity with the radio rules or                     

(ii) otherwise than on the application of  the owner, as a result of the changes or modification in her radio equipment:                

For a complete inspection in the case of a ship not exceeding 1,600 tonnes   100.00           

exceeding 1,600 tonnes       190.00           

For a partial inspection:                  

For each visit made to the ship subject to a maximum not exceeding the fee for a complete inspection.            50.00 

(b) For the inspection of a ship under the said section 183 otherwise than on the application of the owner, if the ship is found to be not properly provided with a radio installation and radio officers or radio telephone operators:                 

for each visit made to the ship         100.00           

subject to maximum of          300.00           

 

PART IV

SAFETY EQUIPMENT

 

9. Fees for Safety Equipment Certificates            

(a) For a safety-equipment certificate or a qualified safety-equipment certificate together with an exemption certificate:                 

in the case of a ship not exceeding 1,600 tonnes 380.00           

exceeding 1,600 tonnes but not exceeding 3,000 tonnes            510.00           

exceeding 3,000 tonnes       790.00           

Those fees cover the survey of life-saving appliances, fire appliances, pilot ladders and the lights and sound signal apparatus.                 

(b)  For an additional copy of certificate     12.00 

(c)  For a partial inspection of the safety equipment of a cargo ship required to hold a safety equipment certificate (including a cargo ship not registered in Ghana):                  

For each visit made to the ship on the application of the owner, and for each visit made where the equipment is found defective subject to maximum not exceeding the fee appropriate to a full survey for Safety Equipment Certificate (a) of this Part E.            125.00           

10. Fees for Inspection of Safety Equipment e.g. Life-Saving Appliances, Fire Appliances and Pilot Ladders, on board ships not required to hold Safety Equipment Certificates (including Ships not registered in Ghana).                       

(a) For a complete inspection on the application of the owner of the safety equipment and report.             

For ships:                  

not exceeding 500 tonnes    285.00           

exceeding 500 tonnes but not exceeding 1,600   380.00           

exceeding 1,600 tonnes but not exceeding  3.000           500.00           

exceeding 3,000 tonnes       790.00           

(b) For an additional copy of survey report            12.00 

(c) For a partial inspection on the application of the owner:                   

For each visit made to the ship       125.00           

(d) For the inspection of a ship otherwise than on the application of the owner where the equipment is found defective:                  

For each visit made to the ship       125.00           

(e)  For a partial inspection of a ship, otherwise than on the application of the owner, as a result of changes or modification in the equipment:                   

For each visit made to the ship       125.00           

Note. — The total fee payable under (c), (d) and (e) shall not exceed the fee under (a) appropriate to the ship's tonnage.                     

11. Fees for Inspection of Lights and Fog signals For the inspection of Light and fog signals on any ship:             

For each visit made to the ship on application of the owner and for each visit made where the equipment is found defective          125.00           

subject to a maximum of      500.00           

 

PART V

LOAD LINE AND SEAWORTHINESS

 

12. Fees for survey of ships detained because they are alleged to be unseaworthy.              

(a) For the survey of a ship which is detained (other than upon the complaint of the crew) on account of overloading, improper loading, insufficient ventilation of coal cargoes, undermanning or defective equipments (such as chronometers or charts):              

(i) upon final detention, or                

(ii)  when it appears that a ship provisionally detained was, at the time of detention, unsafe:            

A ship of:                   

Under 500 tonnes     225.00           

500 tonnes and under 750 tonnes  270.00           

750 tonnes and under 1,000 tonnes           305.00           

For every additional 500 tonnes or part thereof    50.00 

(b) For the survey of a ship which is detained (other than upon the complaint of the crew) on account of defective hull or machinery;             

(i)  upon final detention; or               

(ii) when it appears that a ship provisionally detained was, at the time of detention, unsafe:             

A ship of:                   

Under 500 tonnes     270.00           

500 tonnes and under 750 tonnes  350.00           

750 tonnes and under 1,000 tonnes           440.00           

For every additional 500 tonnes or part thereof    90.00 

(c) For the survey of a ship upon the complaint of the crew:                   

if the survey is carried out by a Ministry surveyor  the fee in (a)  

if the survey is carried out by a person appointed for the purpose either by the Ministry or the Court            the fee in (b)        

(d) For the survey of a ship which is detained because the appropriate load line is submerged        the fee in (a)      

(e) For the survey of a ship which is detained for being unmarked or improperly marked with load lines, or for failure to deliver up an expired load line certificate:

13. Fees for Examining Plans of Loading for Grain          Cargoes        

(a) For the examination of a plan of loading for     grain cargoes            440.00           

(b) Specially suitable ships or ships with grain fittings     440.00           

 (c) Ships without fittings (other than specially suitable ships)     225.00           

(d) For a sister ship having arrangements for the carriage of grain identical with (b) (c) above          90.00 

(e) For examining and certifying a copy of a plan of loading subsequent to the examination of the original plan            90.00 

(f) For an alteration in a plan of loading      90.00 

(g) For the inspection on a ship of any alteration in the arrangement of fittings for the carriage of grain cargoes necessitating an alteration in the plan of loading           45.00 

 

PART VI

CREW ACCOMMODATION

 

14. Fees for Inspection of Crew Accommodation            

(a) For the inspection of crew accommodation     except in the cases specified in (b):           130.00           

For each visit to the ship      30.00 

subject to a maximum of      130.00           

(b) For the inspection of crew accommodation at the same time as a survey for tonnage measurement, or a survey for seaworthiness prior to re-registry, or in consequence of an unjustified complaint by a member of the crew          No fee

 

PART VII

TONNAGE MEASUREMENT

 

15. Fees for measurement of a Ship's Tonnage:             

Measurement for tonnage:              

(a) For first measurement, and in all other cases where in consequence of alteration re-measurement of the ships under deck tonnage is required:—              

In the case of a ship:            

not exceeding 50 tonnes      50.00 

exceeding 50 tonnes but not exceeding 100 tonnes        100.00           

exceeding 100 tonnes but not exceeding 20,000 tonnes 100.00           

plus:               

for each 100 tonnes or part thereof by  which the ship exceeds 100 tonnes     12.00 

exceeding 20,000 tonnes    2,740.00        

plus:               

for each 100 tonnes or part thereof by which the ship exceeds 20,000 tonnes 6.00   

(b) Re-measurement of ships measured before 1st March, 1967 not involving re-measurement of underdeck tonnage:                    

space on or above the upper deck: propelling machinery space below the upper deck;                    

space in double bottom for water ballast   and space in water ballast tanks;               

a fee in respect of each category comprising space so re-measured as follows: —              

in the case of a ship not exceeding 50 tonnes      12.00 

in the case of a ship exceeding 50 tonnes but not             20.00 

exceeding 100 tonnes          20.00 

plus:               

for each 100 tonnes or part thereof by        which the ship exceed 100 tonnes 3.00   

Maximum fee for each item 130.00           

(c) Re-measurement necessitating measurement of spaces between the upper deck and the second deck            One-half the appropriate fee shown in (b).

(d) Re-measurements due to alterations:              

(i) For re-measurement of tonnage in any case in which in consequence of alterations to the ship, re-measurement of a ship's underdeck is required fee shown in (b)                      

(ii) For re-measurement of tonnage in any case in which, in consequence of alterations to the ship, re-measurement of the space between the second deck and the upper deck is required, not being a case to which (f) above applies        One-half the fee shown in (b).         

(e) For inspection made necessary by minor alterations (rig, engines, etc.) where no re-measurement is involved:                    

in the case of a ship not exceeding 50 tonnes      12.00 

in the case of a ship exceeding 50 tonnes but not exceeding 100 tonnes         20.00 

in the case of a ship exceeding 100 tonnes          25.00 

(f) For a copy of a tonnage certificate         12.00 

16. Fees for Inspection of Ship's Markings                       

(a)  For the inspection of the markings of a ship under section 7 (1) of the Merchant Shipping Act, 1963 irrespective of the number of visits required by the surveyor for the inspection 20.00 

(b) For such an inspection, either at the same time as the survey for change of name or at the same time as the measurement of tonnage before registry or re-registry          No fee

 

PART VIII

OVERTIME CHARGES

 

17. Surveyors                       

Whenever surveyors are called upon to perform services out of office hours, application must include an undertaking to pay the overtime charges.             

Overtime is charged according to the following scale:                

Mondays to Fridays (inclusive) from 8 a.m. to 9 a.m. and 5 p.m. to 6 p.m.        10.00 per hour          

from 6 a.m. to 8 a.m. and 6 p.m. to 8 p.m. 15.00 per hour          

before 6 a.m. and after 8 p.m.         30.00 per hour          

Saturdays, Sundays and Public Holidays  30.00 per hour          

A service occupying less than an hour will be charged for as 1 hour, according to the scale.  For service exceeding 1 hour, a quarter fee will be charged for every quarter, or part of a quarter, of an hour, according to the scale.                   

For inspections in connection with the illumination from the ship of the lifeboats in the process of an after launching, and for tests of lifeboats search lights and lifebuoy lights, one-half of the above fees will be charged.                    

18. General               

The office hours are regarded as from 8 a.m. to 5 p.m. and if the usual 3 clear days' notice of the survey or inspection have been given, and the official arrangements have not allowed of the work being done within office hours, no overtime charged is payable.                  

 

PART IX

ENGAGEMENT AND DISCHARGE OF SEAMEN

 

19. Engagement and Discharge of Seamen                    

(a) For the engagement or discharge of seamen before a Shipping Master or his duly appointed deputy:             

(b) For each of the first 100 men engaged            2.00   

For each man engaged in excess of 100  1.00   

(c) For each of the first 100 men discharged         2.00   

(d) For the engagement or discharge of seamen on board ship:                       

The appropriate fee shown in (a) plus an  additional fee in respect of each visit by the Shipping Master or his duly appointed deputy to the Ship as follows:                   

(e)  If not more than 36 men are engaged during the visit, for each man            1.00   

If more than 36 men are so engaged          35.00 

plus ˘10.00 for every 50 or fraction of 5 men so engaged in excess of 100.               

(f)  If not more than 36 men are discharged during the visit, for each man         1.00   

If more than 36 men are so discharged      36.00 

plus ˘10.00 for every 50 or fraction of 50 men so discharged in excess of 100.                     

(g) For attendance on board, by request, to render a service independent of the number of seamen on board (e.g. to attest the insertion of a new clause in the agreement)     10.00 

(h) Overtime charges                       

For attendance at the Merchantile Marine Office or on board ship (including time spent travelling to and from the ship) outside the usual office hours the following special charges are made in addition to the ordinary fees:               

Weekdays from 5 p.m. to 8 p.m.     15.00 

Saturdays, Sundays and Public Holidays 30. 00 per hour         

 

PART X

EXAMINATION FEES

 

20. Fees for Certificates of Competency as Masters, Mates, Engineers, Skippers and Second Hands. Fees for Statutory Examinations:             

For examination for a certificate of competency on each occasion on which a candidate presents himself for the whole examination as:               

(i) master of a foreign-going ship    40.00 

(ii) first mate of a foreign-going ship           25.00 

(iii) second mate of a foreign-going ship   22.00 

(iv) master of a home-trade ship     25.00 

(v) mate of a home-trade ship         10.00 

(vi) first-class engineer         40.00 

(vii) second-class engineer 22.00 

(viii) skipper   25.00 

 (ix) second hand       25.00 

Where in cases (i), (ii), (iii), (iv), (v), (viii) or (ix) the examination in signalling is taken separately from the remainder of the examination, an additional fee of           10.00 

(l) Where a candidate for a first-class or second-class engineer's certificate is examined only for Part A or Part B or for a portion of either:                  

For a first-class engineer     20.00 

For a second-class engineer           10.00 

(m) Where a candidate in (i), (ii), (iii), (iv), (v), (viii), (ix) above is re-examined in the written but not in the oral part of the examination, or vice versa  one-half the appropriate fee.                 

(n) For examination of a first-class or second-class engineer for the endorsement of his ordinary (steam) certificate to the effect that he is qualified to act in the capacity stated or vice-versa:             

First-class engineer 15.00 

Second-class engineer        10.00 

(o)  Sight tests:                     

For the sight test examination of a person serving, or intending to serve, in the Merchant Navy, or in fishing vessels           1.00   

For further sight test on appeal        10.00 

For further sight test on special appeal      20.00 

Note. — In the event of a candidate for the examination for any certificate of competency, failing in the sight tests, the fee of  ˘1.00 for the sight test examination will be deducted and the balance of the fee refunded.                       

(p) Radar observer certificate         10.00 

(q) Voluntary examination in signalling       10.00 

21. Fee for a Certificate of Competency as A.B./E.D.H.            

(a) For sitting the examination and the grant of a certificate of competency as A.B. or E.D.H.           1.00   

22. Fees for Certificates for Lifeboatmen             

For the examination of lifeboatmen for a certificate of efficiency            1.00   

23. Exemption to a Ship for Unqualified Officers             

For interviewing a candidate for dispensation as             deck or engineer officer (at home or to join a ship abroad)          5.00   

 

PART XI

REGISTRATION AND MISCELLANEOUS SERVICES

 

24. Fees for Registration Transfer and Mortgage of Ships                    

(a)  On the initial registry, registry anew and transfer of registry:            

of a ship not exceeding 1,500 tonnes         35.00 

of a ship exceeding 1,500 tonnes   35.00 

plus:               

˘20.00 for every 500 tonnes or part of 500 tonnes in excess of 1,500 tonnes subject to a maximum of            300.00           

(b) For provisional registration including the production of a mortgage for a ship which is provisionally registered One-half of the fee in (a).                      

(c) On the transfer of mortgage, transfer by a bill  of sale, transmission, mortgage and discharge of mortgage:                       

of a ship not exceeding 400 tonnes            10.00 

of a ship exceeding 400 tonnes      10.00 

plus:               

˘4.00 for every 1,000 tonnes or part of 1,000 tonnes in excess of 400 tonnes            

Provided that if the transaction involves a proportion only of the shares in a ship, the fee payable as above shall be reduced proportionately (e.g. the transfer of 16/64 shares in a ship of 6,400 tonnes to be reckoned as the transfer of 1,600 tonnes).                 

25. Fees for Inspection of Register Book             

For each inspection of the register book   1.00   

26. Fees for copies of, or Extracts from, or Searches for Documents              

(a) For a certified copy of the particulars entered by the registrar in the register book on the registry of a ship, or for a certified copy of a transcript of Registry, together with a certified statement showing the ownership of the ship at  the time being    5.00   

(b) For a certified copy of any declaration or document, a copy of which is made evidence by the Merchant Shipping Acts or for a certified copy of or extract from a document declared by the Merchant Shipping Acts to be admissible in evidence:             

if the declaration or document relates to the registry of a ship, for each folio of 90 words or a part thereof            1.00   

in any other case, for each page or portion thereof          0.50   

(c) For reference to the Central Register of Seamen       1.00   

(d) For the inspection of a ship's records:             

at the Registry of Shipping and Seamen, Division of Shipping and Navigation, Ministry of Transport and Communications       0.50

29. Fees for Signal Letters

This fee covers the endorsement of the letters upon the vessel's certificate of registry.                     

30. Fees for Change of Name of a Ship               

For authorising the change of name of a Ghanaian ship  25.00 

(The form of application for permission to change the name of a ship can be obtained from the Registrar of Ships.) The fee covers the inspection of markings, the change of name on the load line certificate, and on the Suez and Panama certificates, and in the case of Ships holding passenger certificates the issue of fresh declaration and passenger certificates showing the new name and any alterations in the ownership and port of registry. The fee also covers the replacement or endorsement of safety certificates, safety equipment certificates, safety radio certificates, tonnage certificates or exemption certificates.             

31. Fee of Receivers of Wreck                  

(a) For a wreck taken by the receiver into his custody.                

A percentage of five per cent, of value thereof subject to a maximum of           ˘300. 

(b) For services rendered by a receiver, in respect of any vessel in distress, not being wreck, or in respect of the cargo or other articles belonging thereto:        40.00 

(c) If the vessel with her cargo equals or exceeds in value ˘15,000.00  for the first and ˘20.00 for every subsequent day during which the receiver is employed on that service.           

(d) If the vessel with her cargo is less in value than ˘15,000.00 One-half of the fee under (c) above. In addition the expenses incurred by receivers of wreck will be payable. 

 

PART XII

SURVEY OF SHIPS MACHINERY, BOILERS, ETC

 

32. Fees for Survey of Ship's Boilers                    

For the survey of boilers intended for use on board ship:                       

(a) For one new double-ended cylindrical boiler, per foot, or part of a foot, of the total width of the furnaces            40.00 

Minimum fee  320.00           

(b) For one-single-ended cylindrical boiler, or one water tube boiler, per foot, or part of a foot of the total width of the furnaces           60.00 

Minimum fee  300.00           

(c) For every additional boiler ordered at the same time to the same design by the same makers  three-quarters of the fee in (a) or (b). These fees cover the inspection of the drawings and the survey of the boilers up to and including the hydraulic test. The total width is found by adding together the diameters of all  furnaces, the internal diameter being taken in every case, whether furnace is plain or corrugated.              

33. Fees for Surveys and Tests of Boiler Parts, Machinery, Materials and Testing Machines. If parts of boilers and machinery are eventually installed in a ship under survey for a passenger certificate the fee is regarded as part of the survey fee:                 

(a) For surveys of boiler parts, machinery, etc.:                

Air receivers or welded pressure vessels up to 15 cu. ft. capacity, each           120.00           

Each additional unit in the same order 40.00                   

Air receivers or welded pressure vessels over 15 cu. ft. capacity, each            160.00           

Auxiliary unit, such as feed heater or filter, distiller, pump, etc., but excluding oil fuel heaters and filters; each item     120.00           

Boilers: see 32 of this part              

Boiler mountings for one boiler       220.00           

For every additional similar set in the same order            120.00           

(b) Electric generators and motors, including test of material     220.00           

excluding test of material     160.00           

Engines, internal combustion, up to 150 B.H.P., for acceptance as standard types:              

Examination of design and inspection of first engine made to the design and the issue of a certificate of test            400.00           

Engines (including shaftings), steam reciprocating, or  internal combustion, in one ship, having total of 100 circular inches, or under, cylinder area       160.00           

Above 100 and including 250 circular inches        220.00           

Above 250 and including 500 circular inches        400.00           

Above 500 and including 1000 circular inches      700.00           

For every additional 100 circular inches or part thereof   220.00           

Engines steam turbines, in one ship, having total of 1,000 s.h.p. or under        700.00           

For every additional 1,000 s.h.p. or part thereof   220.00           

Evaporator, each unit           200.00           

Oil fuel flexible pipes; examination of design, witnessing or tests and issue of certificate of acceptance of the prototype, where appropriate; each item   200.00           

Oil fuel installation for bruning; ˘320.00 plus ˘160.00 per boiler minimum        480.00           

(A double-ended boiler is counted as two single-ended boiler). Oil fuel tanks, double bottom tanks, or             other tanks forming part of the ship's structure and intended for a storage of oil fuel   480.00           

Oil fuel heaters and filters for use in connection with oil fuel installations; each item    40.00 

Oily water separators:                     

examination of design, witnessing hydraulic test and inspection of appliance  80.00 

Pressure gauges; each gauge inspected ˘20.00 with minimum for each visit 80.00 

Reversing and reduction gear-box, for use with engines up to 150 B.H.P.        120.00

(c)  For inspections, and for witnessing tests, of materials, etc:             

Bars, plates or rivets, witnessing tensile and bend tests:            

Each 15 or part of 15 items tested 160.00           

(When they are for the same order and made at the same works, the fee for 15 items tested may include bars, plates, and rivets, in the aggregate).            

Boiler and superheater tubes subject to internal or external pressure, inspection hydraulic and ductility tests:                       

For 100 tubes or part of 100            160.00           

For each succeeding 100 tubes or part of 100     80.00 

(For tensile tests see under steam and food Pipes, etc.)                       

Castings or forgings for stem, stern post, rudder or propeller, inspection and tests:               

One forging or casting, or two if made by the same maker and tested at the same time        160.00           

For each additional item by the same maker included in the same order         80.00 

(Blades for one propeller count as one item).                   

Engine castings and forgings, superheater headers, or similar items, inspection and material tests:                      

Each 15, or part 15, tests of items of a kind          160.00           

Each additional visit beyond two made by the surveyor for the above tests, an additional      70.00 

An additional fee will be charged for special tests other than for Ministry requirements, at the above rates where the work is comparable.                  

Electrodes; witnessing tests of new electrodes intended for use on parts of ships' hulls which are of primary structural importance            440.00           

Each additional visit beyond two made by the surveyor for the above tests      220.00           

Electrodes; witnessing check tests to ensure that the quality of electrodes is maintained      220.00           

Each additional visit beyond two made by the surveyor for the above test        110.00           

Flanged or worked plates, compensation rings, and manhole doors; inspection of the finished work:                     

For the first 15 items, or part of 15, inspected at the same time 160.00           

For each additional 15 items, or part of 15 (A door with its own ring, inspected together, count as one item).                       

Furnaces: inspections and witnessing material tests:                 

First two or less         160.00           

Each additional furnace in the same order            80.00 

Steam and feed pipes, inspection and material tests:                

Each 15, or part of 15, tests            160.00           

Each additional visit beyond two made by the surveyor in connection with the above tests    80.00 

Steam and feed pipes; hydraulic tests:

(d) For inspections of testing machines:               

Inspection and verification of all new testing and other machines not used for testing material coming under Ministry survey and for the issue of a certificate    400.00           

For two machines, not being new, inspected at the same time and included  in one certificate         685.00           

Inspection and verification of testing machines, other than new machines, used for testing material coming under Ministry survey and for the issue of certificate        120.00           

(e)  Certificate of Inspection, or Certificate of Test (material or hydraulic)         120.00

Amendment to certificate when incorrect particulars have been supplied         35.00 

Certificates are issued by Ministry headquarters and not by the surveyors who carry out the work.

They can be issued after (i) the survey of marine boilers, machinery and auxiliaries; (ii) the examination of plans and designs; (iii) witnessing hydraulic tests of boilers, steam pipes, etc.; and (iv) after the receipt of a certified copy of the results of material tests. Except where otherwise stated, the fee for a certificate is additional to the fee charged for the survey, inspection, examination or test.
