Regulations are hereby made this
21st day of November, 1977.
Regulation 1—Fees.
There shall be paid for the
services mentioned in the first
column of the Schedule hereto, the
fees specified in the second
column thereof.
Regulation 2—Interpretation.
In these Regulations unless the
context otherwise requires,
"Ministry " means the Ministry
responsible for shipping;
"tonne " means gross tonne;
"radio rules" means Rules made
under section 181 of the Merchant
Shipping Act, 1963 (Act 183)
relating to radio telegraphy,
radiotelephony and direction
finders.
Regulation 3—Revocation.
The Merchant Shipping (Fees)
Regulations, 1963 (L.I. 290) are
hereby revoked.

Surveyors
Whenever surveyors are called upon
to perform services out of office

charges.
Overtime is charged according to

after launching, and for tests of
lifeboats search lights and
lifebuoy lights, one-half of the
above fees will be
charged.

The office hours are regarded as
from 8 a.m. to 5 p.m. and if the
usual 3 clear days' notice of the
survey or inspection have been
given, and the official
arrangements have not allowed of
the work being done within office
hours, no overtime charged is
payable.
PART IX

30. Fees for Change of Name of a
Ship
For authorising the change of name
of a Ghanaian ship 25.00
(The form of application for
permission to change the name of a
ship can be obtained from the
Registrar of Ships.) The fee
covers the inspection of markings,
the change of name on the load
line certificate, and on the Suez
and Panama certificates, and in
the case of Ships holding
passenger certificates the issue
of fresh declaration and passenger
certificates showing the new name
and any alterations in the
ownership and port of registry.
The fee also covers the
replacement or endorsement of
safety certificates, safety
equipment certificates, safety
radio certificates, tonnage
certificates or exemption
certificates.
31. Fee of Receivers of
Wreck
(a) For a wreck taken by the
receiver into his
custody.
A
percentage of five per cent, of
value thereof subject to a maximum
of ˘300.
(b) For services rendered by a
receiver, in respect of any vessel
in distress, not being wreck, or
in respect of the cargo or other
articles belonging thereto:
40.00
(c) If the vessel with her cargo
equals or exceeds in value
˘15,000.00 for the first and
˘20.00 for every subsequent day
during which the receiver is
employed on that
service.
(d) If the vessel with her cargo
is less in value than ˘15,000.00
One-half of the fee under (c)
above. In addition the expenses
incurred by receivers of wreck
will be payable.
PART XII
SURVEY OF SHIPS MACHINERY,
BOILERS, ETC
32. Fees for Survey of Ship's
Boilers
For the survey of boilers intended
for use on board
ship:
(a) For one new double-ended
cylindrical boiler, per foot, or
part of a foot, of the total width
of the furnaces 40.00
Minimum fee 320.00
(b) For one-single-ended
cylindrical boiler, or one water
tube boiler, per foot, or part of
a foot of the total width of the
furnaces 60.00
Minimum fee 300.00
(c) For every additional boiler
ordered at the same time to the
same design by the same makers
three-quarters of the fee in (a)
or (b). These fees cover the
inspection of the drawings and the
survey of the boilers up to and
including the hydraulic test. The
total width is found by adding
together the diameters of all
furnaces, the internal diameter
being taken in every case, whether
furnace is plain or
corrugated.
33. Fees for Surveys and Tests of
Boiler Parts, Machinery, Materials
and Testing Machines. If parts of
boilers and machinery are
eventually installed in a ship
under survey for a passenger
certificate the fee is regarded as
part of the survey

Certificates are issued by
Ministry headquarters and not by
the surveyors who carry out the
work.
They can be issued after (i) the
survey of marine boilers,
machinery and auxiliaries; (ii)
the examination of plans and
designs; (iii) witnessing
hydraulic tests of boilers, steam
pipes, etc.; and (iv) after the
receipt of a certified copy of the
results of material tests. Except
where otherwise stated, the fee
for a certificate is additional to
the fee charged for the survey,
inspection, examination or test.
