Resolutions
The Ghana Bar Association at its
Annual Conference held at Cape
Coast from 25 to 28 November 1980
passed a number of resolutions
touching on: harassment of
citizens of Ghana; provision of
basic necessities of life;
composition of the Supreme Court;
appointment of Members of
Parliament to boards of
corporations; the distribution
system; the failure of the
Attorney-General as leader of the
Bar to attend the conference and
finally the earthquake victims in
Algeria and Italy and civil
defence corps.
On the issue of provision of basic
necessities of life, it was
resolved that:
“The government should take
immediate steps?
(a) to formulate schemes to
provide water for the majority of
the population, and to utilise the
water resources for irrigating the
land for the production of food to
feed the population which is on
the verge of starvation;
(b) to initiate a national
programme for the rehabilitation
of the country's roads, railways,
and telecommunications and provide
transportation; and
(c) to rehabilitate the hospitals
by providing the necessary drugs,
equipment and other facilities to
enable the doctors to do their
work conveniently and efficiently
and thereby save life.”
And on the issue of civil defence
corps and the earthquake victims
in Algeria and Italy, it was
resolved that:
"The Ghana Bar Association having
learned with shock and grief of
the catastrophe that has befallen
the peoples of Algeria and Italy
following the unprecedented
earthquakes which have recently
struck those countries?realising
that such catastrophes are
universal—appreciating the
necessity for organising proper
and efficient rescue operations to
meet such eventualities, calls
upon the Government of Ghana to
mobilise without delay an
efficient civil defence corps of
relief workers comprising the
Army, the Police Service, the
Prisons Service, the Medical
Services and civilian volunteers,
trained and equipped for rescue
operations."
Finally the resolution on the
issue of appointment of Members of
Parliament to boards of
corporations noted:
“The Ghana Bar Association
realising that the Third
Republican Constitution, 1979, is
based on the principle of the
separation of powers, the
Constitution having reposed
responsibility on Parliament as
the watchdog of the Executive,
views with grave concern the
government's action in appointing
Members of Parliament to boards of
corporations contrary to the
letter and spirit of the
Constitution; and calls upon the
government forth-with to remove
all Members of Parliament serving
on boards of corporations.”

EDITORIAL APPOINTMENTS FOR THE
“REVIEW”
On 26 September 1980, the
governing Council for Law
Reporting made the following
editorial appointments: Mr. S. Y.
Bimpong-Buta, Ag. Editor of the
Review since 6 April 1979, was
appointed the substantive editor.
Mr. Seth Osafo, law reporter was
also appointed the Assistant
Editor and a member of the
Editorial Committee. Other members
of the Editorial Committee
appointed are Messrs. Justice A.
N. E. Amissah, M.A. (Oxon.),
retired Justice of the Court of
Appeal, E. S. Aidoo, Barrister and
Solicitor and E. A. Osew,
