IN exercise of the powers
conferred on the Commissioner
responsible for Information by
section 5 of the Newspaper
Licensing Decree, 1973 (N.R.C.D.
161), these Regulations are made
this 5th day of March, 1973.
Regulation 1—Application for
Original Grant of a Newspaper
Licence.
Every application for the original
grant of a newspaper licence under
section 5 of the Decree shall—
(a) be made in writing to the
Director of Information Services,
not less than 14 days before the
date on which the period of thirty
days referred to in section 1 (1)
of the Decree expires, or the date
of the first publication of the
newspaper as the case may be;
(b) be made in Form A specified in
the Schedule to these Regulations;
(c) contain full and accurate
particulars of the matters
referred to in that Form; and
(d) be accompanied by three copies
of the application, together with
a fee of ¢50.00.
Regulation 2—Exemption from
Payment of Fees.
Applications for the publication
of cultural, educational,
religious, technical, military or
scientific newspapers as well as
house magazines, newspapers
published by diplomatic missions
and newspapers meant for free
distribution, shall not be
accompanied by a fee.
Regulation 3—Duration of Newspaper
Licence.
A
licence shall, unless revoked, be
in force for twelve calendar
months.
Regulation 4—Renewal of a
Newspaper Licence.
The provisions of regulation 1 of
these Regulations shall apply to
an application for the renewal of
a licence as they apply to an
application for the original grant
of a licence subject to the
modifications that any such
application for a renewal shall be
made to the Director of
Information Services not less than
one month before the date on which
the current licence expires and
shall be accompanied by a fee of
¢25.00.
Regulation 5—Form of a Newspaper
Licence.
Every licence granted under the
Decree shall be in Form B
specified in the Schedule hereto
and shall form one of a series of
licences which are numbered
consecutively.
Regulation 6—Imprint.
The Imprint on the newspaper must
include, apart from the name of
the editor, the publishers and the
address of the printers, the
number of the newspaper licence
and the date of issue.
Regulation 7—Fees to be Refunded
where Newspaper Licence not
Granted.
Where, following an application
duly made under these Regulations,
a newspaper licence is not granted
the fee which accompanied the
application shall be refunded to
the applicant.
