IN exercise of the powers
conferred on the Secretary
responsible for Information by
subsection (3) of section 1 and
section 4 of the Newspaper
Licensing Law, 1989 (P.N.D.C.L.
211), these Regulations are made
this 28th day of March, 1989.
Regulation 1 Application for
Grant of a Newspaper Licence.
Every application for the grant of
a newspaper licence under section
1 of the Law shall
(a) be made in writing to the
Secretary for Information, not
less than 14 days before the date
of the first publication of the
newspaper;
(b) be made in Form A specified in
the Schedule to these Regulations;
(c) contain full and accurate
particulars of the matters
referred to in that Form; and
(d) be accompanied by a fee of
’25,000.00.
Regulation 2Exemption from
Payment of Fees.
Applications for the publication
of cultural, educational
religious, technical, military or
scientific newspapers as well as
house magazines, newspapers
published by diplomatic missions
and newspapers meant for free
distribution, shall not be
accompanied by a fee.
Regulation 3Duration of Newspaper
Licence.
A
licence shall, unless revoked be
in force for twelve calendar of
months.
Regulation 4Renewal of a
Newspaper Licence.
The provisions of regulation 1 of
these Regulations shall apply to
an application for the original
grant of a licence and subject to
any modifications that may be
necessary to a renewal and, any
application for a renewal shall be
made to the Secretary not less
than one month before the date on
which the current licence expires
and shall be accompanied by a fee
of ’25,000.00
Regulation 5Form of a Newspaper
Licence.
Every licence granted under the
Law shall be in Form B specified
in the Schedule.
Regulation 6Imprint.
The Imprint on the newspaper must
include, apart from the name of
the editor, the publishers and the
address of the printers, the
number of the newspaper licence
and the date of issue.
Regulation 7Fees to be Refunded
where Newspaper Licence not
Granted.
Where, following an application
duly made under these Regulations,
a newspaper licence is not granted
the fee which accompanied the
application shall be refunded to
the applicant.
