SCHEDULES
IN exercise of the powers
conferred on the Nurses’ Board by
section 10 of the Nurses Ordinance
(Cap. 71) these Regulations are
made this 30th day of March, 1971.
PART I—PROCEEDINGS OF THE BOARD
Regulation 1—Procedure at Meetings
of the Board.
(1) The agenda at meetings of the
Board shall be as follows:—
(a) the minutes of the previous
meeting shall be read and signed
if found correct;
(b) any business arising out of
the minutes shall be dealt with;
(c) applications for registration
shall be considered;
(d) any notices of motion shall be
dealt with;
(e) any other business shall be
dealt with.
(2) A minute book shall be kept by
the Secretary of the Board and
proper entries made therein of all
business transacted at every
meeting of the Board.
Regulation 2—Movement of Motion.
Every motion or amendment to a
motion shall be moved and seconded
and shall be reduced to writing
and handed to the Chairman of the
Board and shall be read before it
is further discussed and put to
the meeting.
Regulation 3—Notice of Motion.
(1) Every notice of motion shall
be in writing, signed by the
member of the Board giving the
notice, and shall be given or sent
to the Secretary of the Board.
(2) The Secretary shall insert in
the Agenda Paper of the next
ordinary meeting of the Board all
notices of motions which he may
have received not less than one
clear day prior to the day on
which the Agenda Paper is sent out
to members of the Board, in the
order in which they have been
received by him.
PART II—THE REGISTER
Regulation 4—Form of Certificates.
(1) A certificate that the name of
a person has been removed from the
Register shall be in Form 1 set
out in the First Schedule.
(2) A certificate that a person is
not registered in the Register
shall be in Form 2 set out in the
First Schedule.
Regulation 5—Registered Nurse.
Every person registered by virtue
of any of the following
qualifications shall be entered in
the General Part of the Register
as a Registered Nurse and shall be
entitled to use such designation:—
(a) every person who has passed
the Final Examination in Ghana;
(b) every person registered as, or
possessing the qualifications
entitling him to registration as,
a Registered Nurse in any
prescribed country.
Regulation 6—Registered Mental
Nurse.
Every person registered by virtue
of any of the following
qualifications shall be entered in
the supplementary part of mental
nurses of the Register as a
Registered Mental Nurse and shall
be entitled to use such
designation:—
(a) every person who has passed
the Final Examination in Mental
Nursing in Ghana;
(b) every person registered as, or
possessing the qualifications
entitling him to registration as,
a mental nurse in any prescribed
country.
Regulation 7—Registered Public
Health Nurse.
Every person registered by virtue
of the following qualifications
shall be entered in the
supplementary part of public
health nurses of the Register as a
Registered Public Health Nurse and
shall be entitled to use such
designation:—
(a) every person who has passed
the Final Examination in Public
Health Nursing in Ghana;
(b) every person registered as, or
possessing the qualifications
entitling him to registration as,
a public health nurse in any
prescribed country.
Regulation 8—Qualified Registered
Nurse.
(1) Every person who has passed
the Final Qualifying Examination
in Ghana shall be entered in the
General Part of the Register as a
Qualified Registered Nurse and
shall be entitled to use such
designation.
(2) Every male person who has
passed the Final Qualifying
Examination in Ghana shall be
entered in the supplementary part
of male nurses of the Register as
a Qualified Registered Male Nurse
and shall be entitled to use such
designation.
(3) Every person who has passed
the Final Mental Qualifying
Examination in Ghana shall be
entered in the supplementary part
of mental nurses of the Register
as a Qualified Registered Mental
Nurse and shall be entitled to use
such designation.
(4) No person shall be registered
under this regulation after 1st
January, 1976.
Regulation 9—Auxiliary Nurses.
Every person who, for the purpose
of being able to perform under the
direction of a Registered Nurse
such services of an elementary
nature as the Board may prescribe,
has successfully undergone such
course of training as the Board
may prescribe, shall be entered in
the Roll of Auxiliary Nurses as an
Auxiliary Nurse and shall be
entitled to use such designation.
Regulation 10—Requirements for
Registration.
(1) No person shall be entered in
any part of the Register unless he
possesses the qualifications
applicable to that part of the
Register and complies with the
conditions of registration set out
in this regulation.
(2) Application for registration
shall be made in the form set out
in the Second Schedule.
(3) Application forms will be sent
to the applicant on request in
writing therefor addressed to the
Secretary of the Board.
(4) Every application form must be
accompanied by two passport
photographs of the applicant, duly
certified by a Commissioner for
Oaths, District Magistrate,
Registered Medical Practitioner or
senior nursing officer stating
that the applicant is the person
to whom the particulars given in
the application form refer and
that such particulars are true and
correct to the best of his
knowledge and belief.
(5) Every person who is accepted
for registration in any part of
the Register shall pay a
registration fee of Ną5.00 before
his name is entered on the
Register.
(6) The Certificate of
Registration shall be in the forms
set out in the Third Schedule.
PART III—THE PRACTICE OF NURSES
Regulation 11—Notice of Intention
to Practise.
Notice of intention to practise to
be given in the Board by any nurse
registered in any part of the
Register before commencing
practice shall contain the
following particulars:—
(a) the nurse's number on the
Register;
(b) in which part of the Register
the nurse is registered;
(c) date of registration;
(d) qualification by which
registration is made;
(e) christian or other name or
names in full;
(f) surname in full;
(g) place of birth (town or
village) and district;
(h) usual place of residence with
full permanent address;
(i)
proposed new place of residence on
transfer (if proceeding on
transfer).
Regulation 12—The Practice of
Nursing.
(1) Any person carrying out all or
any of the treatments referred to
in this regulation shall be deemed
to be carrying out the practice of
nursing.
(2) Every Registered Nurse or
Registered Mental Nurse may carry
out any of the treatments
specified in the Fourth Schedule,
subject to the conditions
specified in that Schedule.
(3) Every Registered Public Health
Nurse may carry out any of the
treatments or practices specified
in the Fifth Schedule, subject to
the conditions specified in that
Schedule.
PART IV—PUPIL NURSES
Regulation 13—Approved Training
Hospitals.
(1) The hospitals approved by the
Board for the training of
Registered Nurses shall be:—
(a) the Korle Bu Hospital, Accra
and the Komfo Anokye Hospital,
Kumasi, for the purpose of giving
practical nursing experience in
all departments of nursing;
(b) such other hospital or
training institution as the Board
may by notice in the Gazette
appoint.
(2) No nurse may be trained in the
practice of nursing otherwise than
at one of the hospitals prescribed
by this regulation.
Regulation 14—Index of Pupil
Nurses.
(1) Every nurse in training
(hereinafter referred to as a
"pupil nurse") shall have his name
entered in the Index of Pupil
Nurses at the commencement of his
training as a pupil nurse.
(2) Any person entitled to have
his name entered on the Index of
Pupil Nurses, and applying for
such entry, shall apply to the
Registrar on the form prescribed
by the Board.
(3) The Registrar shall, upon the
receipt of an application, enter
in the Index of Pupil Nurses the
name of the pupil nurse and shall
inform the pupil nurse in writing
that the name has been so entered.
(4) Applicants shall pay a fee for
indexing as prescribed by the
Board.
Regulation 15—Standard of
Education.
Persons applying to have their
names entered on the Index of
Pupil Nurses shall have five
School Certificate passes
including English Language and a
science subject satisfactory to
the Board:
Provided that the Board in its
discretion may accept equivalent
qualifications obtained in any
foreign country.
Regulation 16—Classification of
Pupil Nurses.
Every Pupil Nurse shall be grouped
in one of three categories when he
applies for admission to the Index
of Pupil Nurses:—
(a) nurses who undergo training in
the Government Nurses' Training
College or Colleges where teaching
is based on the syllabus for the
Preliminary and Final Examinations
of the Board in General Nursing,
who shall be required to take the
said examinations;
(b) nurses who undergo training in
the Government Mental Hospital or
hospitals where teaching is based
on the syllabus for the
Preliminary and Final Examinations
in Mental Nursing of the Board who
shall be required to take the said
examinations;
(c) nurses who undergo training at
the Government School of Hygiene,
Accra, or at any other training
school for Public Health Nurses
approved by the Board where
teaching is based on the Syllabus
for the Examination in Public
Health Nursing of the Board, who
shall be required to take the said
examination.
Regulation 17—Nursing
Examinations.
(1) The Board shall from time to
time hold examinations for pupil
nurses for registration as
Registered Nurses notice of which
shall be given in the Gazette.
(2) The Standard of training in
nursing which shall entitle
candidates to enter for the
examinations of the Board shall be
as follows:—
(a) for the Preliminary
Examination the candidate must
have obtained the School
Certificate passes referred to in
regulation 15 and must also have
completed such programme of
practical nursing training as the
Board may determine; he must also
have attended such percentage of
the lecturers in each subject of
the syllabus as the Board may
determine;
(b) for the Final Examination the
candidate must prove—
(i)
that he has passed the Preliminary
Examination;
(ii) that he has completed three
years of training in General
Nursing and such other programmes
of nursing as the Board may
prescribe in hospitals approved
under regulation 13;
(iii) that he has attended such
percentage of the lectures in each
subject of the syllabus as the
Board may prescribe;
(iv) that he can produce a
Certificate from the Nursing
Administrator in Charge of his
training hospital to the effect
that his conduct has been good and
that he has shown diligence in his
practical work on the wards; and
(v) that he can produce a
Certificate from his Nursing Tutor
in Charge of the Training
Institution to the effect that the
has shown diligence and ability in
his studies.
(c) for the Examination in Public
Health Nursing candidate must
prove—
(i)
that he passed the Final
Examination in General Nursing and
is a Registered Nurse;
(ii) that he holds a Midwives'
certificate of the Ghana Midwives
Board or of any prescribed
country;
(iii) that he has completed one
year's training in a training
institution approved by the Board
for the training of Registered
Public Health Nurses under
regulation 13;
(iv) that he has attended such
percentage of the lectures in each
subject of the syllabus as the
Board may prescribe.
(3) The syllabuses for the
examinations of the Board shall be
as prescribed by the Board.
Regulation 18—Re-entry for
Examinations.
A
candidate may at the discretion of
the Board be permitted to re-enter
for the whole or for part of any
examinations but where a candidate
has failed on three occasions to
pass any examination, or any part
of an examination, he shall not
re-enter for such examination or
part unless he has undergone,
since the occasion on which he
last so failed, and immediately
prior to re-entering the
examination, at least six months'
further training in the subject or
subjects in which he failed.
Regulation 19—Application to Sit
Examination.
(1) Candidates for entry to the
examinations of the Board must
apply in writing to the Secretary
to the Board not later than eight
weeks before the date of the
examination.
(2) Forms of application will then
be sent to the candidates and
these must be returned not later
than four weeks before the date of
the examination.
Regulation 20—Examinations Fees.
(1) Examination fees shall be as
prescribed by the Board.
(2) A candidate shall pay his
examination fees at least one
month before he sits for the
examination.
Regulation 21—Removal of Nurse
from Index of Pupils.
(1) Any pupil nurse who fails to
pass his Final Examination within
five years of his name being
entered in the Index of Pupil
Nurses shall have his name removed
from the Index and shall cease to
be a pupil nurse unless he
satisfies the Board that such
failure was not due to his
personal default.
(2) The Board may order the
removal of any pupil nurse from
the Index if the Board is
satisfied that his conduct or work
is such that he will not be a fit
person to become a Registered
Nurse.
PART V—GENERAL
Regulation 22—Supervising
Authority.
Every Supervising Authority shall
in the course of its duties of
general supervision:—
(a) carry out inspections of the
nurses placed under its authority
and ascertain the standard of
nursing practised by every such
nurse;
(b) ensure that as far as possible
every nurse placed under its
authority conforms with the
practice of nursing as applicable
to the part of the Register in
which such nurse is registered;
(c) make reports in writing to the
Board at intervals of not less
than six months on the training of
nurses in institutions approved
for such training under regulation
13.
Regulation 23—Inquiries before the
Board.
(1) In every case where the Board
considers that a disciplinary
enquiry should be held the
following procedure shall be
adopted:—
(a) the Board shall appoint a
Disciplinary Committee consisting
of three of its members to
investigate the matter and shall
appoint one of those three persons
to act as Chairman of such
Committee;
(b) the person into whose conduct
or otherwise the Committee has
been appointed to investigate
shall be given ten clear days'
notice in writing in the form set
out in the Sixth Schedule of the
date of the inquiry and shall be
furnished with typewritten copies
of all documents intended to be
adduced in evidence before the
Committee;
(c) the Chairman of the Committee
shall arrange for the attendance
of all material witnesses to the
inquiry;
(d) evidence before the Committee
shall be given on oath and shall
be taken down in writing verbatim
by the Chairman of the Committee;
(e) on the conclusion of the
evidence the Committee shall
submit a certified copy of the
proceedings together with its
findings thereon to the Board.
(2) On receipt of the documents
referred to in paragraph 1 (e) of
this regulation the Board may
caution, censure, suspend, or
remove from the Register the name
of any registered nurse, or order
the restoration to the Register of
the name of any nurse so suspended
or removed.
Regulation 24—Uniforms to be Worn.
Every nurse when on duty shall
wear the following uniform:—
(a) Male Nurses—a clean washable
shirt made of linen or cotton, and
trousers, and over these a clean
washable apron or overall, as
approved by each training
hospital;
(b) Female Nurses—a clean washable
frock with short sleeves, made of
linen or cotton, and over this a
clean washable apron or overall,
as approved by each training
hospital.
Regulation 25—Badges.
(1) Every Registered Nurse shall
when on duty wear the Registered
Nurses’ Badge issued by the Board.
(2) The badge shall consist of a
shield outlined in gold on an oval
background of green enamel,
bearing the letters "R.N." in gold
and the word "Ghana" on the lower
rim.
(3) Every Registered Nurse shall,
on application in writing to the
Board and on payment of the fee
prescribed by the Board, be issued
with the Registered Nurses' Badge.
Regulation 26—Interpretation.
In these Regulations, unless the
context otherwise requires:—
“prescribed country” means a
country prescribed by resolution
of the Board;
"Registered Nurse” means a nurse
who is for the time being
registered in the general part of
the Register;
"Registered Mental Nurse" means a
nurse who is for the time being
registered in the supplementary
part of the Register containing
the names of nurses trained in the
nursing and care of persons
suffering from mental illnesses;
"Registered Public Health Nurse"
means a nurse who is for the time
being registered in the
supplementary part of the Register
containing the names of nurses
trained in health visiting;
Regulation 27—Revocation.
The Nurses' Regulations, 1954 (L.N.
409) as subsequently amended are
hereby revoked.

PRACTICE OF NURSES

(but not anaesthetics except in
the presence of a Registered
Medical Practitioner.)

nurse may not administer drugs or
anaesthetics by the intrathecal
route.
39. Obtaining of specimens of
infective material from throat,
nose, eyes, urethra, cervix; using
appliances for the purpose.
40. Examination of urine with a
view to providing data for doctor
to form a diagnosis.
41. Performance of minor
operations such as incision of
boils or insertion of sutures in
wounds.
42. Application of strapping or
elastoplast or other skin adherent
for temporary treatment of
fractures. Putting on of Plaster
of Paris.
43. Application of radiant heat
44. Lavage of stomach, colon,
bladder
45. Vaginal douching.
46. Dressing of operation and
other wounds including removal of
stitches, clips, drainage tubes,
etc.
Treatment which Nurses may perform
only in presence of a Registered
Medical Practitioner and with his
sanction

anaesthetics.
FIFTH SCHEDULE
(Regulation 12 (3))
PRACTICE OF PUBLIC HEALTH NURSES
1. To supervise the welfare of
infants from seven days old (when
the Midwife ceases to visit) to
five years old; each infant to be
visited monthly for first twelve
months, then at three monthly
intervals until the age of three
years and at six monthly intervals
from three years to five years.
2. To attend and supervise Child
Welfare Centres where children are
weighed and inspected; to give
mothers advice on feeding, weaning
and dietary requirements of the
growing child and so to encourage
mothers to make full use of the
Welfare Centre by attending
regularly.
3. To advise with regard to
domestic and personal hygiene when
visiting mothers in their homes.
4. To teach mothers to recognise
and notice early signs and
symptoms of disease and to obtain
early medical advice.
5. To advise parents and
expectant mothers as to the best
means of promoting their health
and that of their families.
6. To organise and attend
ante-natal and family planning
clinics and to advise mothers on
general pre-natal care and diet.
7. To organise and attend school
clinics, carrying out general
inspection of all scholars; to
supervise minor ailments clinics
and to visit school children at
home when occasion demands.
8. To organise and give nursing
services to sick persons, invalids
and those requiring nursing in
their own homes.
9. To prevent infection by
immunisation and vaccination
programmes.
10. To follow-up cases of
infectious diseases and give
advice with regard to prevention
of spread of diseases; special
emphasis on "follow-up" of
contacts of Tuberculosis, Venereal
Disease and Leprosy.
11. To refer to the appropriate
authorities persons suffering from
mental illness or subnormality and
to advise and assist such persons
in recuperation and
rehabilitation.
12. To follow up cases of mental
illness and subnormality discharge
from hospitals and treatment
centres.
13. To visit and inspect all
motherless and orphaned children
monthly up to five years and then
at three monthly intervals to the
age of ten years.
14. To follow-up children
discharged from hospital, to give
advice regarding diet and general
after-care, etc.
15. To keep all the necessary
records and ledgers and to send in
monthly returns to the Medical
Officer of Health.
