Transport by section 33 of the
Road Traffic Ordinance, 1952 (No.
55) these Regulations are made
this 18th day of October, 1999.
Regulation 1—Regulation 1 of L.I.
952 Amended
The Road Traffic Offences
Regulations (L.I. 952) as amended
and referred to in these
Regulations as the “principal
enactment” are further amended in
regulation 1 as follows—
(a) by the substitution for
regulation 1 of the following—
1. “Driving Test
No person shall drive a motor
vehicle on a road unless that
person has obtained or possesses a
driving licence issued by the
Licensing Authority to drive a
class of motor vehicle".
(b) by the insertion of
regulations 1A and 1B after
regulation 1 of the following—
“1A. Training
No driver whose licence is less
than three years old from the date
of issue shall undertake the
training of a learner driver on
any road or public place".
“1B. Driving a Vehicle of Another
Class.
No driver shall drive a motor
vehicle for which the driver is
not licensed to drive.”
Regulation 2—Regulation 5A
inserted immediately after
Regulation 5
The principal enactment is amended
by the insertion after regulation
5 of the following—
“5A. Learner to Comply with
Restrictions.
No learner driver shall act in
contravention of any restriction
or regulation imposed on the
learner driver under the Ordinance
or Regulations made under the
Ordinance”.
Regulation 3—Regulations 43A, 43B,
43C Inserted after Regulation 43
The principal enactment is amended
by the insertion after regulation
43 of the following—
“43A. Driving with Glasses.
No person shall drive a motor
vehicle without the aid of glasses
or contact lenses where that
person is required by an eye
specialist or other Medical
Officer to use glasses or contact
lenses.
43B. Re-examination.
No person shall refuse or fail to
undergo a re-examination as a
driver when required to do so by
the Licensing Authority.
43C. Failure to give Information.
No person shall refuse to notify
the Licensing Authority of any
change of name or address”.

EXPORT AND IMPORT (PROHIBITION OF
IMPORTATION) INSTRUMENT, 1999 (L I

IN exercise of the powers
conferred on the Minister
responsible for the Trade under
sections 12 and 13(a) of the
Export and Import Act, 1995 (Act
503) this Instrument is made this
2nd day of September, 1999.
Paragraph 1—Prohibition of
Specified Goods
Subject to paragraph 2 the
importation of the following goods
is hereby prohibited—
(a) fire crackers (knock outs);
(b) display shells;
(c) artillery shells; and
(d) ball and canister shells.
Paragraph 2—Exemptions
The following categories of goods
are exempted from the prohibition
under paragraph 1—
(a) bottle rockets and missiles;
(b) floral shells;
(c) handle cylindrical fountains,
ground spinners, hanging wheels,
onward wheels;
(d) hand held fire
works—sparklers, Roman candles;
(e) toys and assorted toy fire
works; and
(f) single and multiple mines.
Paragraph 3—Offence
A
person who contravenes paragraph 1
of this Instrument commits an
offence and is liable on summary
conviction to a fine not exceeding
¢5 million or a term of
imprisonment not exceeding one
year or to both and the prohibited
goods shall be liable to be seized
and forfeited to the State.

ROAD TOLLS REGULATIONS, 1999 (LI

IN exercise of the powers
conferred on the Minister
responsible for Road, and
Transport by section 1 (1) of the
Tolls Decree, 1973 (N.R.C.D. 153)
and with the approval of the
President these Regulations are
made this 20th day of October,
1999.
Regulation 1—Tolls roads
The roads specified in Schedule 1
to these Regulations are hereby
declared as tolls roads.
Regulation 2—Tolls Payable
The person in charge of a motor
vehicle shall pay at each toll
booth on a toll road the amount
specified in column 2 of Schedule
2 in relation to that vehicle as
specified in column 1 of the
Schedule.
Regulation 3—Exemption
(1) A pedestrian or any other
person using a means of conveyance
other than a motor vehicle is
exempted from the payment of a
toll on a toll road..
(2) A person in charge of a toll
booth shall allow the free passage
of an animal whether or not the
animal is under the control of any
other person on a toll road.
Regulation 4—Revocation
The Road Tolls Regulations, 1973 (L.I.
808) as amended is hereby revoked.
